The Hashemite Kingdom of Jordan, represented by the Ministry of Investment, grants citizenship and residency to foreign investors. This procedure, based on clear foundations and criteria, aims to attract quality investments and stimulate sustainable economic growth in key sectors.
First: Provisions for Direct Granting of Jordanian Citizenship
-
Granting Citizenship for Investment in Medical Warehousing and Logistics Sectors: Citizenship is granted to investors in the pharmaceutical warehouses, medical devices and surgical equipment sectors, food logistics services, and major storage facilities. The following conditions must be met:
- The investment must not be less than 3 million Jordanian Dinars.
- Providing 20 job opportunities within the capital city of Amman.
- Providing 10 job opportunities outside the capital city of Amman.
-
Granting Citizenship for Existing Investments: The project must be operational and meet the requirements for Jordanian labor for 36 consecutive months (3 years), in addition to the following:
- Providing 20 job opportunities for Jordanian employees within the capital city of Amman.
- Providing 10 job opportunities for Jordanian employees outside the capital city of Amman.
- Maintaining a labor rate of no less than 90% of the required number of Jordanians monthly (20 within the capital or 10 outside it) for three years, in accordance with social security records.
-
Granting Citizenship Through Investment in the Stock Market: This path involves purchasing new shares in Jordanian companies for no less than 1 million Jordanian Dinars, considering the following:
- The purchase must be distributed over at least five companies, with a maximum of 20% of the value in each company.
- Trading is allowed, provided that profits are reinvested within 30 days.
- The purchase must take place within four months of the date of official approval from the Ministry of Investment.
- Granting Jordanian Citizenship Through Jordanian Employment: Citizenship is granted to the investor who employs 150 Jordanian employees within the capital city, or 100 Jordanian employees outside it. This requires:
- All employees must be registered with the Social Security Corporation for no less than one year.
- Maintaining this workforce for two consecutive years with a commitment to continue employment. If the conditions are met, the investor is granted Jordanian citizenship.
Second: Provisions for Granting a Temporary Jordanian Passport
-
Granting Citizenship Through New or Under-Construction Projects Citizenship is granted to the investor who establishes new projects registered in productive economic sectors by one of the following means:
- An investment of 700,000 Jordanian Dinars and providing 20 job opportunities within the capital city of Amman.
- An investment of 500,000 Jordanian Dinars with the provision of 10 job opportunities outside the capital city of Amman.
The investor is granted a temporary Jordanian passport for three years, after which a recommendation is made to grant full citizenship upon verifying compliance with the conditions.
-
Granting Citizenship Through Purchasing Shares in Existing Projects: Citizenship is granted upon purchasing new shares in existing productive projects for a value of one million Jordanian Dinars, considering the following:
- Allocating half the value for fixed assets.
- The investor must be new and not previously listed in the commercial register.
- Submission of a feasibility study, audited financial statements for the previous year, and a current financial position reflecting the value of the new investment is required.
- Providing 20 new job opportunities for Jordanians based on the type of project and social security records.
- The new shares must be held for three years from the date of purchase.
The investor is granted a temporary Jordanian passport for three years, after which a recommendation is made to grant full citizenship upon verifying compliance with the conditions.
-
Granting a Temporary Passport for the Remaining Period for Non-Classified Projects: A new procedure has been adopted to consider the conditions of investors who have started their projects less than three years ago and do not meet the conditions for new or existing projects. This procedure targets the following cases:
- Investors who have existing projects for only one or two years.
- They do not meet the criteria of existing projects due to not completing the three-year condition.
The investor is granted a temporary passport for a period equivalent to the remaining time needed to meet the three-year condition, provided that investment and operational requirements according to the governorate where the project is located are met. This procedure is optional, allowing the investor to choose between:
- Waiting until the three-year condition is completed to obtain citizenship directly.
- Or benefiting from the temporary passport for the remaining period.
Residence for Five Years Through Property Purchase
Residence is granted for five years, renewable upon purchasing property from a licensed developer for no less than 200,000 Jordanian Dinars, as estimated by the Land and Survey Department, and multiple properties are not allowed. Considering the following:
-
The property must be retained for five years without selling or mortgaging it.
-
Upon renewal, it must be continued to own the same property or purchase another property of the same value.
-
There is no requirement for the property to be unencumbered; it is sufficient for the property to remain registered in the name of the investor, or to purchase a new property of the same value.
-
Residence is granted to the investor and their family for five years, renewable.
